Modify the Data Auction

When a Data Specification is created, a default Data Auction is created with the following settings:

Setting	Value
StartPricing	Stepped
AllowZeroMoneyBids	false
AdjustBidIfBalanceIsLow	true
Pricing	SecondPlusIncrement
BidIncrements	Minimum value for the currency. e.g. for AUD $0.01
